I think parents should be disappointed, but they should not get mad and abuse the child. Some children have a hard time learning and are slower than other children on different topics and maybe the teachers don't care and keep moving on and don't help the child. The parent(s) or guardian(s) should be in a helpful mood, so the child doesn't feel alone and disappointed in them self if they actually try and work their hardest. The only way to get the child on the learning level you want them to is to work with them side by side and help them with what they have troubles with to get them better and in a healthy way.
Not getting the vaccine and getting a disease is more of a "bad product" to have in your child. The government is not telling you how to raise your kid. They're telling you how to protect your child. Don't you want your child happy and healthy.
Vaccines should be required. They should be required so everyone can be healthiest they can be and not spread the disease to anyone around them. Vaccines can produce around 90-100% immunity. Why wouldn't you get a vaccine when most insurances cover the whole cost.
